Maybe you’re next in line in the position he vacated (if he’s retiring). Whatever the reason for your being chosen to present the award, you must describe your personal experience with the awardee. You can start your speech with a story about how you met him or her, or something he told you that touched you to the core.
Write bullet points for everything you want to mention on stage. Use a small index card that you can hold comfortably in your hand. Sure, you may have memorized the speech in your head, but just in case stage fright sets in, you need this piece of paper.
